La Vicaría de la Solidaridad nació de la decisión del cardenal Raúl Silva Henríquez de crear una institución de inspiración cristiana que extendiera la solidaridad a todas las víctimas de la violencia de Estado y tradujera ese mandato en la promoción de los derechos humanos conforme a la dignidad de cada ser humano. Las asistentes sociales que trabajaron en ella, al ser las primeras en recibir a los familiares de los detenidos desaparecidos, fueron reconocidas como el rostro visible de la Iglesia para los sufrientes.
