Esta obra busca recuperar tres aportes importantes de la literatura jurídica pública del siglo XIX: Principios sobre administración pública' (1847) de Cerbeleón Pinzón, 'Tratado de ciencia constitucional' (1875); de José María Rójas Garrido y 'Definiciones de ciencia constitucional' (1881) de Manuel Antonio Noriega. El lector podrá, además de acceder a los mencionados textos, contar con un análisis del contexto histórico de su publicación y de su impacto en la ciencia jurídica colombiana y, en una menor medida, en la historia del libro en nuestro país.'
