Esta obra busca recuperar tres aportes importantes de la literatura jurídica pública del siglo XIX: Principios sobre administración pública' (1847) de Cerbeleón Pinzón, 'Tratado de ciencia constitucional' (1875); de José María Rójas Garrido y 'Definiciones de ciencia constitucional' (1881) de Manuel Antonio Noriega.
